The Lagos State Health Management Agency (LASHMA) has called on residents to enroll in the state’s social health insurance scheme, Ilera Eko, as a safeguard against escalating healthcare costs.
Speaking at a two-day capacity-building programme for journalists in Alausa-Ikeja, the Permanent Secretary of LASHMA, Dr. Emmanuella Zamba, said the Lagos State Health Scheme (LSHS), popularly known as Ilera Eko, has been structured to ensure access to quality and affordable healthcare for all residents.
The workshop was organized by LASHMA in collaboration with the International Society of Media in Public Health (ISMPH) and EngenderHealth.
Government-Subsidised Packages
Dr. Zamba explained that the Lagos State Government heavily subsidizes the scheme, offering multiple packages to ensure inclusivity despite rising medical expenses.
“Ilera Eko is the social health insurance scheme of Lagos State, designed to guarantee quality healthcare and improve life expectancy,” she said. “By setting aside a relatively affordable amount, families can secure healthcare coverage and better plan for other essential needs.”
She emphasized that healthcare facilities accredited under the scheme are spread across the state, making access convenient for enrollees. Payment flexibility has also been introduced, allowing residents to pay in installments.
Dr. Zamba further noted that enrollment in Ilera Eko is mandatory for all Lagos residents and now serves as a prerequisite for accessing services in state-owned health facilities as part of enforcement measures.
Multiple Plan Options
The Head of Ilera Eko Medical at LASHMA, Dr. Olugbenga Fadipe, said the scheme was created to shield residents from the financial strain of medical bills, regardless of income level.
According to him, available packages include:
- Standard Plan
- Standard Jaara Plan
- Standard Jaara Plus Plan
Specialized options are also available, such as diaspora packages. The Ilera Eko Home Konnect plan enables Nigerians abroad to purchase coverage for loved ones in Lagos, while the Ilera Eko Waka-Well plan caters to individuals traveling into the state.
Call for Responsible Reporting
ISMPH Consultant Boniface Kassam urged journalists to report accurately and ethically on health insurance matters to prevent misinformation and protect vulnerable populations.
“Responsible reporting will strengthen public trust in the Lagos State health insurance system and support informed decision-making,” he said.

LASHMA reiterated that broad participation in the scheme remains critical to achieving universal health coverage in Lagos State while cushioning residents against rising healthcare expenses.
