The National Insurance Commission (NAICOM) and the Federal Road Safety Corps (FRSC) have inaugurated a Joint Committee on the Enforcement of Compulsory Third-Party Motor Insurance, a move aimed at strengthening insurance compliance, enhancing road safety, and ensuring timely compensation for accident victims.
The inauguration ceremony, held at NAICOM’s headquarters in Abuja, marks a major milestone in the implementation of the Nigerian Insurance Industry Reform Act (NIIRA) 2025 and signals renewed collaboration between both agencies toward improving public trust and safety on Nigerian roads.
Speaking at the event, Commissioner for Insurance, Mr. Olusegun Ayo Omosehin, lauded the FRSC for its partnership in driving the initiative, noting that the collaboration will deliver tangible benefits to Nigerians.
He outlined the key objectives of the committee, including the effective enforcement of compulsory motor insurance, integration of insurance and vehicle registration databases, enhanced compensation for road accident victims, and increased public awareness of insurance obligations and consumer rights.
“This initiative aligns with President Bola Ahmed Tinubu’s Renewed Hope Agenda, which prioritises reforms in key sectors to drive inclusive national development,” Omosehin said.
FRSC Pledges Full Cooperation
Also speaking, FRSC Corps Marshal, Shehu Mohammed, described the partnership as a model of inter-agency collaboration that will strengthen road safety enforcement and expand access to insurance benefits for motorists and victims of road accidents.
He pledged the Corps’ full support through technology integration, data sharing, and field enforcement, noting that improved insurance compliance will enhance the government’s ability to provide prompt medical and financial support to accident victims.
“This partnership will not only reduce road crashes but also improve post-accident response and compensation. Collaboration among government agencies is key to achieving sustainable national development,” Mohammed said.
Committee’s Mandate
Presenting the Terms of Reference (ToR), Deputy Commissioner for Insurance, Mr. Ekerete Ola Gam-Ikon, explained that the committee will focus on:
- Enforcing compulsory Third-Party Motor Insurance nationwide.
- Reducing the number of uninsured vehicles in Nigeria.
- Ensuring prompt compensation and medical support for accident victims.
- Promoting awareness of insurance benefits and obligations.
- Enabling real-time digital verification of insurance status.
- Supporting microinsurance products for commercial drivers and passengers.
- Strengthening emergency response coordination during critical incidents.
The committee, co-chaired by senior officials from both NAICOM and FRSC, will coordinate joint field operations, public sensitisation campaigns, and ongoing policy reviews to improve compliance and build consumer confidence in the insurance system.
Sustained Collaboration
In his closing remarks, Mr. Omosehin reiterated NAICOM’s commitment to continuous cooperation and evaluation of the initiative’s impact.
“This partnership is not a one-off event. We are open to continuous feedback and innovation as we move forward. Our goal is simple: fewer road accidents, more insured motorists, and stronger public confidence in the insurance industry,” he said.
The event concluded with a joint declaration by the heads of both agencies, officially launching the NAICOM–FRSC Joint Committee, followed by a commemorative group photograph with senior officials and committee members.
